Pre-Qualification

California Assembly Bill (AB) 1565 went into effect on January 1, 2014.  AB 1565 requires ALL General Contractors and M/E/P Subcontractors to be prequalified if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds.

Public Contract Code 20111.5 enables districts to require prime contractors to be prequalified prior to accepting bids.

Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

CUPCCA (informal bidding)

(a)Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred twenty thousand dollars ($220,000) or less may be let to contract by informal procedures as set forth in this article, (c) Public projects of more than two hundred twenty thousand dollars ($220,000) shall, except as otherwise provided in this article, be let to contract by formal bidding procedures. (Amended by Stats. 2024, Ch. 953, Sec. 2. (AB 2192) Effective January 1, 2025)

Request for Qualification- Architectural Services

The Cabrillo Unified School District cordially invites qualified architectural firms to submit qualifications in response to Request for Qualifications (RFQ) #2025.1 for Architectural Services in support of our Measure K Bond Program.

The District is seeking to establish a pool of experienced and proven TK-12 design firms to provide comprehensive architectural and engineering services for modernization and construction projects at Half Moon Bay High School and potentially other district facilities. The initial project scope includes a Construction Cost Budget of $154,000,000 for the Half Moon Bay High School Modernization 2025 project.

Half Moon Bay High School, founded in 1909, is the district's comprehensive high school serving 895 students in grades 9-12. This project represents a significant investment in our community's educational infrastructure through our voter-approved Measure K Bond.

RFQ Questions

  • While landscape architecture is not listed as a required sub-consultant it does sound like the scope may require these services in conjunction with architecture and civil services. Will landscape architecture be needed for some of the projects?
    • Yes, some of the projects that we would consider may include landscape architecture.
  • Please clarify whether the Table of Contents is included in the page count requirement?
    • Only pages that contain actual content will be counted toward the twenty (20) page limit. The Table of Contents, along with front/back covers, are excluded from the page count as specified in the RFQ.
  • Please clarify the expectation for what should be submitted in response to Question 7 – Fee Information. Is there a specific scope of work we should use to develop a fee proposal, or will hourly billing rates and reimbursable schedule suffice?
    • For this RFQ submission, hourly billing rates by position, staffing plan, and reimbursable schedule will suffice. There is no specific scope of work to develop a fee proposal at this time.
